Abstract:

World Agroforestry Centre (ICRAF) through RUPES (rewarding Upland Poor for Environmental Services They Provide) project conduct action research to analyze the rewards for  environmental Services schemes that bridge the goals of conservation and poverty alleviation in developing River Care Program at Way Besai, Lampung. The program is implemented by farmers in Sub watershed Water Fragile as a provider of environmental services and Hydroelectric Power Plant (hydropower) Besai under the auspices of the National Electricity Company (Limited) Sector Bandar Lampung (PT PLN-SBDL) as users of environmental services. In this program, people became involved in a RES contract with reduction targets Fragile sedimentation in the watershed by 30% within 1 year. In return, PT. PLN-SBDL micro hydro will award a $ 20 million dollars. Criteria for a 30% reduction is based on the outcome of negotiations between ICRAF and PT PLN-SBDL, which produces a willingness (willingness to pay) of the PT PLN-SBDL to reward environmental services if the terms decrease in sediment concentrations are met. Development of River Care Program conducted through 4 stages which include: (1) determination of coverage and the collection of information (scoping), (2) analysis of the parties, (3) negotiation and (4) implementation and monitoring.

The final results showed that the community programs able to run the contents of the contract deal well with the percentage of success of activity by 86%. The results of analysis of changes in sediment concentration showed a decrease of 20% as seen from the comparison between the initial baseline slope value of 299.08 with a slope value at the end of the year amounted to 239.27. With these results it is actually show that the community had not reached the target of 30% sediment reduction for compensation / rewards promised in the form of micro hydro. However, the PT PLN-SBDL appreciate the efforts of communities to reduce sediment concentrations in river water Fragile so decided to continue to provide micro hydro. PT PLN-SBDL attitude gives a great impact on improving the community's role to keep the environment in particular watersheds. This is the main purpose of an environmental service reward mechanisms. Upland people still continue to apply their land management and water conservation techniques that maintain natural resources and a decrease in sedimentation rate can be achieved
